IRS Closure: As messy as possible
We have it on good authority that the last time the IRS shut down, over a decade ago, they ran a skeleton crew to handle various different matters, including deal with collections issues – like levies issued before the IRS shut down. This time – NOTHING; or effectively nothing.
The IRS has NOT been shut down according to plan.
Supposedly, each of the Small Business/ Self-Employed Collections territory managers are still working to handle collections issues that MUST be dealt with to avoid direct violation of the law by missing deadlines and to “ensure/oversees the shut down of operations.” The Contingency Plan that dictates who stays at work and who leaves specifies that these Territory Managers will be “coming in on an as-needed basis/ part-time.” We have tried to call a few different territory managers that we have contact information for and each of their voicemails contains the same message that their Revenue Officer’s voicemail messages say:
“Due to a lapse of government funding, the IRS is currently shut down. Normal agency operations will resume once a funding measure is enacted into law. I will respond to you at that time.”
The people that we deal with every day who are there to ensure that the government receives the back payments that are due to it or who are there to assist taxpayer’s whose rights have been violated or whose very livelihoods are on the line – these people aren’t there.
It is becoming more and more clear, as I deal with the after-effects of this closure and as I read news articles about how this closure was effected in various different agencies, someone very high up in our government made a policy decision to make this government shut down as messy and as nasty as possible for the American people.
For this, I have only one thing to say: “Shame on you!!!” We elect our representatives to be the enlightened members of society who will protect our interests while dealing with matters in a way that we would wish if we had the information available to us that they have to them. Instead, we are getting petty bickering that is totally ignoring the harm that is coming to the hard working Americans who elected these people.
To those of you who, like me, are waiting on bated breath to be able to deal with some emergency situations that this government closure has only made worse, the Contingency Plan that the IRS has used up to this point is only intended to deal with situations lasting 5 days or less. There is a chance that the heads of the IRS will decide to step up and handle things better in the new plan they will have to create if this government closure lasts longer than 5 days.
